State Election Commission Canvass Checklist

I asked the State Election Commission what type of documentation they reviewed prior to certifying a county election. Here was Chris Whitmire’s response dated 3/21/2011.

“Each county transmits certified vote totals through the Election Night Results reporting system and faxes us a copy of the county election commission signed canvass sheets certifying the results of the election. The transmitted vote totals are the same that are available to the public here: http://www.enr-scvotes.org/SC/19077/40477/en/summary.html.

Some counties may also submit printed results reports with their canvass sheets as well as completed canvass checklists (blank checklist attached). The checklist is designed to be completed by the county election director and presented with the county results to the county election commission at the certification hearing.”

The vote image file and the event log file we have been requesting via the Freedom of Information Act are taken from the flash card data mentioned in the checklist. “All flash card audit data has been uploaded into ERM and securely saved to a CD for required 22-month retention period.”

SC Voting System Needs an Overhaul

Below is my op-ed that appeared on 10/26/1020 in the Mountrie News in Mt. Pleasant, SC.

“South Carolina’s voting system needs an overhaul. Contrary to what the State Election Commission has told the public, our iVotronic voting machines are not reliable, our voting system is not secure, the ballots cannot be recounted, and we do not have a transparent election process.

We are one of the last states still using the iVotronic touchscreen voting machine, which fails to provide a verifiable paper audit trail.

Others states, like Florida and Ohio, have determined the iVotronic touchscreen system lacks ” the fundamental technical controls necessary to guarantee a trustworthy election under operational conditions” ( Ohio Everest report Dec. 2007). read more »

New Voting Technology at Clemson

Below is the content of my Letter to the Editor of the Columbia Free Times concerning new voting technology being developed by Dr. Juan Gilbert at Clemson University.
