Council of Governments agrees to ask Legislature to investigate after problems plagued several counties

Frank Heindel, a Charleston businessman, has spent months investigating the machines’ performance, and he outlined his findings Monday to the board of the Berkeley-Charleston-Dorchester Council of Governments.
Heindel talked about recent problems with voting tabulations in Colleton, Lancaster and Richmond counties. “It’s not all the same problem,” he said. “There’s a variety of different things going wrong.”

Group Probes Colleton County Election Errors

Election Director Eric Campbell in Colleton County has released three separate tallies of the votes in the November, 2010 election in Colleton County. The first unofficial tally, published in local Colleton County newspapers following the election, did not include 1051 absentee ballots cast on three voting terminals used in the election. The certified returns submitted by the county to the State Election Commission on November 5th contained several contests in which the sum of the candidates votes exceeded the 11,656 votes cast in the county. In a third tabulation released in December, the number of absentee votes in several races exceeded the number of absentee ballots.
